Being able to reopen a SOAP after it has been submitted Merged

Sometimes clients remember something after I thought we were finished or I accidently hit the submit button. I would like to be able to reopen the SOAP and add more.

    Thanks for the feedback. The ability to add more to submitted SOAP will likely be released in October.
