Allow, Alert or prevent users from collapsing dictation bar while recording note

It is not obvious that you cannot collapse the dictation bar while recording notes, but it stops the note, and doesn't tell you. Ideally, we can make it so the user can minimize it, as it's a very large window in the way of things. In the mean time, it should either prevent them from closing it, or warn them that will stop the recording.
